Allow overwriting of File:Forms of government 2021.svg[edit]

I would like to fix Angola on this map to indicate its parliamentary republic with executive presidency status, but Special:Upload says that it wasn't initially uploaded by myself and I'm therefore not permitted to update it, despite me having updated it several times before with no issue. The file has recently been protected but since the start of December I was told is no longer protected, however I'm still unable to upload an updated file, could this please be fixed? File:Forms of government 2021.svg is no longer used to only refer to the forms of government in the year 2021, in fact, File:Forms of government.svg redirects there because it's the file that has continuously been updated to reflect the current state of the world. I've been on the talk page of the file asking about whether the name is confusing, but as far as I'm aware, it's not possible to change the name of a file uploaded to Commons. Either way, the file is intended to be up-to-date, as it's used on several pages as if it's intended to be current. There have been attempts to supersede the file before, but to my knowledge, none of them have been successful as the people keeping it up to date have just gone back to this file.
